Someone has been making false phone calls to animal contol to a few of my neighbors, is there a way to find out who it is? They have called like 10 times in 1 year. isn't that a form of harrasment?Does anyone know how to find out who is making false phone calls to animal control?

I would say it is.
If animal control has been out there ten times, they should have records of each visit. If there isn't any evidence that animals are being abused in any of the reports, make a complaint to animal control itself. The officers should know that there is no reason to intervene.
If animals are being mistreated, it's not harrassment, it's compassion.
